Call for Proposals: Impact Verifier for ILF ESA Tanzania Climate Window

iGravity, through the Impact-Linked Fund for Eastern and Southern Africa (ILF ESA) is inviting qualified firms to submit proposals for the role of Independent Impact Verifier for the ILF ESA 2.0 Tanzania Climate Window. 

The Impact-Linked Fund for Eastern and Southern Africa (ILF ESA) is one of the funding windows of the Impact-Linked Finance Fund (ILFF), managed by us, here at iGravity. Established in 2021, ILF ESA provides concessional financing tied to realized impact outcomes, enabling high impact enterprises to scale both economically and in terms of impact. 

In 2023, ILF ESA 2.0 Tanzania Climate sub-window was established. This extension of the original ILF ESA window focuses exclusively on using impact-linked finance to drive climate adaptation and mitigation outcomes in Tanzania. 

Purpose of the RfP 

As part of the Tanzania Climate Window, ILF ESA has contracted four high-impact enterprises through Social Impact Incentive (SIINC) agreements. These enterprises operate across climate-relevant sectors, including sustainable agriculture, forest-based livelihoods, and circular waste management, each contributing to climate resilience and inclusive economic growth. 

The purpose of this RfP is to engage an independent impact verifier to assess and validate results achieved against contractually agreed impact Key Performance Indicators (KPIs). The verifier’s findings will ensure the credibility of reported outcomes, inform disbursement of incentive payments, and generate insights to strengthen the enterprises’ impact measurement and management systems. 

Impact Verifier Profile 

iGravity, through ILF ESA, is seeking an independent verification firm with the following qualifications: 

  • At least three (3) years of experience in evaluation, verification, or impact measurement.
  • Presence or networks in Tanzania or East Africa, ensuring contextual understanding.
  • Proven sector knowledge in agriculture value chains (required), with additional expertise in renewable energy, WASH, or circular economy considered an advantage.
  • Familiarity with international impact measurement frameworks (e.g., IRIS+, GIIN, OECD DAC).
  • Experience verifying gender, social inclusion, and climate resilience metrics for early and growth-stage SMEs.

Duration of the Assignment 

The consultancy is expected to commence in January 2026 and will run for a period of four (4) years. During this period, the verifier will conduct one annual impact verification for each enterprise in line with the defined scope of work. 

Submission of Proposals 

Interested firms should submit proposals (no longer than five pages, excluding CVs and sample reports) including: 

  • Understanding of the terms of reference.
  • Workplan and timeline.
  • Budget (in CHF), including all expenses and applicable taxes.
  • Outline of relevant experience and examples of similar work.
  • Writing sample (e.g., a previous report).
  • CVs of key personnel.
